fine@fbi.com this is the email which your computer lock is saying to contact or rather just pay $200, $300, $400 or $500 to unlock your pc in 72 hours as you were watching porn on your computer.
Its a fake email address and its is not coming from fbi.  Anyone can create fake email id like this.  Only when you reply on such email id it will reach to right email owner i.e fbi.  But I do not think fine@fbi.com exist.  This is virus and it try to scare people and trap them in to paying them via a prepaid card.  As by paying money via prepaid card the money becomes untraceable and god know is being used by what kind of illegal activity.    
      The Prepaid card can be from Moneypak, Ukash etc.  They want you to pay them via a prepaid card so that their location cannot be traced and they are able to use that money like cash only.  Never pay any single money to such scammers.

Removal Steps remove it on your own

1. Restart your infected PC to 'Safe mode with command prompt' to disable FBI virus (this should be working with all versions of this threat)
2. Run Regedit
3. Search for WinLogon Entries and write down all the files that are not explorer.exe or blank. Replace them with explorer.exe.
4. Search the registry for these files you have written down and delete the registry keys referencing the files.
5. Reboot and run a full system scan with updated Malwarebytes to remove remaining files.

Case 1 :- 

ICE Cybercrime Division Virus can be removed easily by 

Simple tap F8 and select "Safe Mood with Networking"

Download Malwarebytes and run a quick scan. Then qurantine all the found trojans.

Reboot

It should be all safe then

Case 2:- 
Now when the computer is not going in to safe mood with networking and it restarts......

You need to simple download Malwarebytes and make a flash drive (Usb drive) bootable...

Now tap F12 on restart..........note you donot have to wait for windows to load files....just the moment computer start doing... F12-tap tap tap on it

Now select booting from the USB -- install and run the Malwarebytes it will remove the virus and hurray...
