Removal Steps remove it on your own

Restart your infected PC to 'Safe mode with command prompt' to disable FBI virus (this should be working with all versions of this threat)

Run Regedit

Search for WinLogon Entries and write down all the files that are not explorer.exe or blank. Replace them with explorer.exe.

Search the registry for these files you have written down and delete the registry keys referencing the files.

Reboot and run a full system scan with updated Malwarebytes to remove remaining files.

Simply Reboot pc in to safemood with networking. Restore the computer to a previous date.

Case 1 :- 

ICE Cybercrime Division Virus can be removed easily by 

Simple tap F8 and select "Safe Mood with Networking"

Download Malwarebytes and run a quick scan. Then qurantine all the found trojans.

Reboot

Case 2:- 
Now when the computer is not going in to safe mood with networking and it restarts......

You need to simple download Malwarebytes and make a flash drive (Usb drive) bootable...

Now tap F12 on restart..........note you donot have to wait for windows to load files....just the moment computer start doing... F12-tap tap tap on it

Now select booting from the USB -- install and run the Malwarebytes it will remove the virus and hurray...
